The City of New Braunfels operates under the Council-Manager
form of government. Under this system, the mayor and council
appoint a city manager, who acts as the chief executive officer
of the city. In that capacity, the city manager works with the
city council, city department directors, and city staff to
develop and implement policies guiding the city.
The city
attorney and municipal court judge are also appointed by the
mayor and council. All other department heads and
employees are responsible to the city manager.
