Permits and Inspections Department process building permits and conduct all
inspections required for construction within the City limits.
Building permits are not required nor are building inspections completed for
any construction in the ETJ.

The inspectors examine work for compliance
with building, gas, electrical, mechanical, and plumbing codes to ensure
compliance with basic construction standards for health and safety.
The City has adopted the ICC Code, 2003
Edition.
At this time, all construction work within the
City must be completed by general contractors which are licensed by the City.
Plumbers, electricians,
and mechanical contractors must be licensed by the state but registered with
the City. Both the licensing and registration have applicable fees.
NON RESIDENTIAL AND MULTI FAMILY BUILDING
DESIGN STANDARDS
The City is considering the adoption of standards in an attempt
to make the city more attractive and aesthetically pleasing. Members
of Council and the Planning Commission completed a Visual Character Survey
in November of 2006 that allowed members to rate typical signage and
building appearances that can be found in New Braunfels. This survey,
found below, helped identify what is desired for our community.

ORDINANCES APPLICABLE TO DEVELOPMENT
New Braunfels selected not to assemble the Code of
Ordinances into a Unified Development Code. The following list was created to help
identify the ordinances that may be applicable to new development.
Some may apply to commercial only (such as landscaping), residential only
(such as parks), or both.

A TIA (Traffic
Impact Analysis) worksheet is required for all submissions for commercial permits.
The worksheet will be used to determine whether a full TIA study will be required,
which will include developments that create over 100 peak hour trips. TxDOT may also require a TIA per their
regulations. A TIA worksheet must be filled with all permit applications, showing
no impact if applicable.

A new lighting ordinance is in effect. This ordinance involves lighting of commercial and
residential security and parking facilities.

Development plats
are now required through the new Platting Ordinance for all unplatted
residential, commercial, and industrial properties before development in order
to ensure that adequate easements and rights-of-way are provided on land that
is not subject to typical subdivision platting requirements. A
development plat is required for properties: 1) have not been platted
or replatted prior to the effective date of the new platting ordinance, 2)
for which the owner claims an exemption to the subdivision ordinance, 3)
where the only access is a private easement or street, and 4) where the
division of land where each lot is greater than 5 acres in size and not public
improvements are to be dedicated and constructed.
No development shall begin, nor any building
permit, utility connection permit, or similar permit be issued until a
development plat has been reviewed and approved.

BUILDING
PERMIT PROCEDURES
1. Only
a licensed General Contractor/Homeowner (Homestead Only) /Design Professional
can make application with the Building Department.
2. The
application is to be filled out completely and
legibly, include six (6) complete sets of plans for
commercial and two (2) sets for residential.
Two
(2) complete sets of plans for residential work are to include the following:

Floor plan
Elevation plan
Engineered foundation letter on City form letter (see note)
Foundation plan (or attach driveway, sidewalk or foundation standard that is
going to be used)
Five (6) complete sets of
plans for commercial work are to include the following:

plan
Electrical plan
Floor plan
Mechanical plan
Drainage plan & reports Plumbing
plan
Elevation plan
Architectural barrier letter
Engineered foundation letter on City form letter (see note)
Asbestos Abatement Letter (if building is remodeled or demolished)
Foundation plan (or attach driveway, sidewalk or foundation standard that is
going to be used)
If an address is needed, address
can be obtained (for lots that are platted & recorded) from Comal County Road &
Engineering Department (830) 608-2090. No addresses will be released for
unrecorded plats.
3.
Submit the
application and plans to the Building Department. Building permit fees, plan
check fees and Fire Department review fees (if applicable) are to be paid at the
time application is made.
4. Once
application is made and paid for, the review process begins and usually takes a
minimum of ten (10) days for a first response on
commercial projects and four (4) days on residential projects.
Incomplete plans will delay the review process. The
departments/personnel that review the application and plans are:

5. The
Building Department issues the building permit and notifies the applicant
(contractor/homeowner) that the permit is ready to be picked up.

foundation letter is required on all foundations at the time of
application. No city inspection will be made.
